Well, my hair isn't short, so I can't offer any tips... but, could you pull it half-up? that would solve the whole top hair being shorter thing.
So I semi-chopped off all my hair.
It's not THAT short. It's still past my shoulders, but its considerably shorter than I have had in years. Especially the top layer. I only go in every few months to get my hair done, cause I trim it myself and cant be bothered to pay out the ass for colour every 3 weeks since my hair grows so damn fast. I grew 4.5 inches in 3 months. So I got her to cut off a lot more than usual, so it wouldn't get too long as quickly as it usually does.
In the mean time, though, I have no idea what to do with it. Everything I used to be able to do, doesn't work, or just looks stupid, now. I can't pull it back into a low pony tail, or I end up with my top layer going all over the place. I hate high-pony tails, on me anyways.
It's not curling well, naturally or with a curling iron.
I'm not sure if I'm mentally challenged when it comes to doing short hair, or if I just kinda got a shitty cut thats difficult to work with.
All I know is my hair hasn't been this short since I was 12, maybe, and Im very frustrated.
So what things do YOU do to your shorter hair for low-maintenece days and for more done up days. I tried to pin it up into some sort of up do and just looked retarded.

except that I cant even get my top layer into anything resmbling being pulled back, without 50 pins in it, and I HATE that. Maybe I'm just too picky. But I just really dont like that whole bobby pins all over my head, look, just to get my hair out of my face.
I bet I could get some pigtails goin on though, lol.

I just recently had my hair cut quite a bit shorter than what I'm used too.
It's just below my shoulders, so probably the same length as yours. And I also have some shorter layers around my face which are annoying at getting in the way and I seem to be having the same problems as you. I really don't like bobby pins either, so I don't use em.
I just wear mine down all the time. Just tuck the layers behind your ears if you can, thats all I can do. Although this can be a bastard when all it does is flop down again all the time, I don't really have any advice apart from that. Maybe buy one of them alice band elastic thingys or a cute tie that seem to be quite popular at the mo, ahh I dunno.
I just let mine flop haha.
I would say just spritz some of the spritzable hair gel in it, shake it around, and go for a cute messy short hair-do.
If you want hair out of your face, I would pin back the middle bangs, that's always cute, and you don't have to use a million bobby pins.
