I think a little bit of both, but its more on yourself.
If your partner isn't trying to get you in the mood/turn you on and is selfish when having sex - then theres really not much you can do to get turned on if everything sucks, so its their fault.
If your partner is doing all the right things to get your motor going and you cant pull yourself away from your stresses/todo list/worries etc, then its your own fault for not getting turned on.
And sometimes its no ones fault and theres nothing either can do - sometimes we just cant get going.
But obviously its ultimately your job to know what you like and to tell your partner so they know how to turn you on, so most of the responsibility lays on you to make sure your partner knows what to do when they do try to turn you on.
