I have to disagree, it shouldn't have to be anything for any body. What's right for you is right for you, and it's totally unfair to place your own personal standards onto someone else and tell them how it should be.

I didn't wait til I found anyone special, and I personally don't regret it. Sex to me, as a woman, is no big deal. I don't screw random dudes, I just came out of a 6 year relationship fairly recently and did not have sex again until I was in a new relationship....but it's never been some big special event to me that needs to happen at the right time with the right person. I think a lot of people have way higher expectations of what sex actually is and that it really isn't what you think it will be, before you experience it. It's great to strive for that and it's absolutely ok to want it to be a big deal and wait for the right person if that feels right to you....but by no means does that mean those of us who didn't wait are in the wrong, either.
